The three 'standard' side quests in Broken Steel are all acquired in fairly identical ways. You'll need to speak with Scribe Bigsley, who will be located at his desk in an office at the now-bustling Jefferson Memorial. By simply speaking with him about everything, you'll get offers for the quests Holy Water and Protecting the Water Way. However, to acquire The Amazing Aqua Cura! quest, you'll need to convince him with speech. Since this isn't a guarantee, make sure to save your game before attempting to convince him, that way if/when you fail, you can try again.
